Velecia Dawn Smith Bailey passed away December 3, 2014 in her home, after a long battle with cancer, surrounded by her loving family. She was always known by her middle name, Dawn. Dawn was born August 24. 1933, in Sayre PA, to Max L. Smith and Hazel Carpenter Smith, both deceased. She was married to Harlan Bailey July 26, 1951, a marriage lasting over 63 years. In addition to her husband, Dawn is survived by their daughter, Lucinda Renee Bailey and two granddaughters, Christina R. Okamoto and Sarah L. Okamoto, all of Centennial CO. She is also survived by her sisters, Lois Rathbun and Rae Logan. She was preceded in death by her brothers, Dale and Reid Smith, and a sister Phyllis Smith. Dawn and Harlan moved to Casper, WY February 1, 1971 after Harlan's retirement from the US Air Force, when they opened their accounting and income tax business, Data Generations Services. Dawn's twenty years of experience with Air Force accounting and finance assured her success as an accountant serving her business clients. They retired from the practice in 2008, in their late seventies. Dawn was known as a loving wife, mother, grandmother and friend. She delighted family and friends over the years with her wonderful cooking and loyal support. When she wasn't cooking for her family, she was using her skills as a seamstress, creating many treasured gifts for under the Christmas tree. Services will be 2:00 PM, Wednesday December 10, 2014 at Oregon Trail Veterans Cemetery. Condolences can be left at www.bustardsfuneralhome.com or you may call Harlan directly at 307-259-9936. In lieu of flowers, the family suggests donations be made to Central Wyoming Hospice and Transitions, 319 South Wilson, or a charity of your choice.
