Richard Ellis Ruff passed away on November, 22, 2015 in Casper Wyoming. He was 81. Mr. Ruff was born on July 20, 1934 at home on the Tom Powers Ranch east of Lingle, Wyoming to Herbert and Beryl Ruff. He graduated from Torrington High School in 1950, also attended Southeast University Center in Torrington then received his BS from Westminster College in Salt Lake City, Utah in 1980. Richard began employment with the Wyoming State Employment Service in 1962 as an Employment Interviewer. He then transferred with the agency to Casper in 1968. He retired as Director of State Employment Services in 1990. Mr. Ruff was a past member of the Lingle Volunteer Fire Department; Goshen County Selective Service Board; Chairman and Director Wyoming Employment Security Commission Federal Credit Union; Governor's Native American Employment and Training Council; International Association of Personnel in Employment Security; Torrington Moose and Elks Club and the Casper Campfire Girls. He enjoyed youth athletics from Torrington, Lingle and Casper. He was an avid Wyoming Cowboys and Denver Broncos fan. Mr. Ruff is survived by his son David Ruff of Billings, his daughter Linda Montoya and her husband Loren of Casper, his Sister Vicki Korell of Torrington, grandchildren, Shane Herron and friend Brenna of Casper, Michele Herron of Wellington Colorado, Sonny Montoya of Casper, and 5 great grandchildren. He is preceded in death by his parents, one brother Herbert Ruff and his sister Helen Doby.
